There should be oversight and accountability of code enforcement to assure it won't once again become nothing more than modern day segregationists enforcers as they once operated in some targeted communities at the whim and fancy of certain neighborhood groups. All that was needed were a few anonymous calls from the same individuals and their friends, operating in cahoots, to get both code enforcement and the police to come out to harass their neighbors without benefit of doubt, or suspect there might be something more sinister at work and on the callers' mind.
This is the injustice the foreigner, Mr. K, was addressing when he secured a federal investigation into the matter and he and his family were threatened and harassed to the point they so feared for their safety that they left town.
Remember too, at least five or six of the most hideous and gruesome murders to take place in or around the Chattanooga area happened in communities where "those things aren't suppose to happen," and at the hands of individuals "who aren't suppose to do that kind of stuff." Yet, there were no drum beats or any efforts on anyone's part to condemn the property where they happened or run anyone off.
Chattanooga shouldn't allow itself to ever cross that bridge again in any shape or form.
