Dr. Richard Brown served as the first president of the 9-1-1 Tennessee Emergency Number Association, established in 1985 after the passage of the Emergency Communications Act.
The not-for-profit corporation fostered the “technological advancement, availability and implementation of a universal 9-1-1 emergency telephone system by promoting research, planning, training and education.”
Dr. Brown, executive vice chancellor for Finance, Operations, and Information Technology at UTC, has been involved in honing 9-1-1 efforts for the last 30 years. He helped to lead the consolidation of police, fire, and medical services for the Hamilton County 9-1-1 Unified Emergency Communications District.
Tennessee 9-1-1 has honored Dr. Brown for his service with induction to the Tennessee 9-1-1 Hall of Honor. Dr. Brown was awarded “to recognize extraordinary leadership, in helping to establish and maintain a professional enhanced 9-1-1 system that advances the interests of public safety, emergency communications, and community service.”
Dr. Brown said it is an honor to serve the citizens of Hamilton County by ensuring their health and safety.
“It makes me feel good to know when anyone needs help, the phone will be answered and emergency responders are on the way,” Dr. Brown said.
