Office Zone). An ordinance to amend Chattanooga City Code, Part II,
Chapter 38, Zoning Ordinance, so as to rezone property located at 7104
Bonny Oaks Drive, more particularly described herein, from R-1
Residential Zone to O-1 Office Zone, subject to certain conditions.

b. 2015-039 City of Chattanooga/RPA and Johnston Southern Company, LLC
(Temporary C-2 Convenience Commercial Zone to Permanent Zone). An
ordinance to amend Chattanooga City Code, Part II, Chapter 38, Zoning
Ordinance, so as to rezone properties located at 9337 and 9339 Bradmore
Lane, more particularly described herein, from Temporary C-2
Convenience Commercial Zone to Permanent Zone per City Code, Article
XII, Section 38-653 Planning Commission Zoning Plan to establish
permanent zones for area annexed as identified in Ordinance No. 12897
and known as Cambridge Square adopted January 20, 2015, by City
Council. (District 6) (Recommended for approval by Planning and
Staff)

c. 2015-038 Gabe Thomas of Collier Construction and Tammy Development
Company, LLC (M-1 Manufacturing Zone to R-T/Z Residential
Townhouse/Zero Lot Line Zone and UGC Urban General Commercial
Zone). An ordinance to amend Chattanooga City Code, Part II, Chapter 38,
Zoning Ordinance, so as to rezone property located at 3100 Saint Elmo
Avenue, more particularly described herein, from M-1 Manufacturing
Zone to R-T/Z Residential Townhouse/Zero Lot Line Zone and UGC Urban
General Commercial Zone, subject to certain conditions. (District 7)

d. 2015-033 Passpointe Engineering/Jan Pass & JJMP GP/Jasmin Patel (M-1
Manufacturing Zone to C-3 Central Business Zone). An ordinance to
amend Chattanooga City Code, Part II, Chapter 38, Zoning Ordinance, so
as to rezone property located at 216 Market Street, more particularly
described herein, from M-1 Manufacturing Zone to C-3 Central Business
Zone, subject to certain conditions. (District 7) (Recommended for
approval by Planning and Staff)

e. 2015-035 Skip Pond and Alfred Jayne (R-4 Special Zone to C-3 Central
Business Zone). An ordinance to amend Chattanooga City Code, Part II,
Chapter 38, Zoning Ordinance, so as to rezone property located at 941
McCallie Avenue, more particularly described herein, from R-4 Special
Zone to C-3 Central Business Zone, subject to certain conditions.

f. An ordinance to amend Chattanooga City Code, Part II, Chapter 38, Zoning
Ordinance, Article V, Division 15, C-3 Central Business Zone to remove the
ten (10) feet building separation requirement.

g. An ordinance to amend Chattanooga City Code, Part II, Chapter 38, Zoning
Ordinance, Article V, Division 9, R-4 Special Zone and Division 12, O-1
Office Zone relative to removal of sign area requirements.

ECONOMIC AND COMMUNITY DEVELOPMENT

a. A resolution authorizing the appointment of Gregory Richie as special
police officer (unarmed) for the City of Chattanooga Economic and
Community Development Department, to do special duties as prescribed
herein, subject to certain conditions.

FINANCE AND ADMINISTRATION

b. A resolution authorizing the Department of Finance and Administration
to execute a contract with FIS/Link2Gov to supply financial charge card
services for the City of Chattanooga for one (1) year beginning May 1,
2014, plus four (4) one year extensions, for an estimated annual amount of
$100,000.00.

POLICE

c. A resolution authorizing the Chief of the Chattanooga Police Department
to enter into an agreement with Chattanooga State Community College to
conduct classes for Chattanooga Police Academy training during the
period of April 17, 2015 to September 18, 2015, for an amount not to exceed
$1,000.00.

d. A resolution to allow Officer Nathan Rogers to retain and keep his CPD
issued service weapon following his medical retirement as a Chattanooga
Police Officer which became effective on March 1, 2015.

PUBLIC WORKS AND TRANSPORTATION

Transportation

e. A resolution authorizing the Administrator for the Department of
Transportation to enter into an agreement with Talley Construction, Inc.
relative to Contract No. T-14-017-201 for the construction services
associated with the W. Shepherd Road Improvements, for a total amount
of $767,707.00. (District 6)

f. A resolution authorizing Chattanooga Coffee Company c/o Eileen Mason,
agent for the property owner, Chattanooga Area Regional Transportation
Authority (CARTA), to use temporarily the sidewalk right-of-way in front
of the building located at 225 Broad Street to install outdoor seating
associated with Chattz (Chattanooga Coffee Company), as shown on the
maps attached hereto and made a part hereof by reference, subject to
certain conditions. (District 7)

g. A resolution authorizing SSR & Associates c/o Reginald Ruff, agent for
the property owner, Soho, LLC c/o Robert Henderson, to use temporarily
the right-of-way of the open alley in the rear of the building located at 45
East Main Street to install four (4) metal canopies above the sidewalk in
the rear of the building, as shown on the maps attached hereto and made
a part hereof by reference, subject to certain conditions. (District 8)

h. A resolution authorizing the Administrator for the Department of
Transportation, on behalf of the Chattanooga Area Regional
Transportation Authority (CARTA), to apply for and, if awarded, accept a
Section 5310 Enhanced Mobility of Seniors and Individuals with
Disabilities Grant from the Federal Transit Administration to install fare
smartcard readers on Care-A-Van vehicles, with the City’s portion in the
amount of $6,800.00, for a total amount of $68,000.00.

i. A resolution authorizing the Administrator for the Department of
Transportation, on behalf of the Chattanooga Area Regional
Transportation Authority (CARTA), to apply for and, if awarded, accept a
Section 5310 Enhanced Mobility of Seniors and Individuals with
Disabilities Grant from the Federal Transit Administration to replace six
(6) CARTA Care-A-Van paratransit vehicles, with the City portion in the
amount of $43,800.00, at a cost of $73,000.00 per vehicle, for a total
amount of $438,000.00.

j. A resolution authorizing the Administrator for the Department of
Transportation to apply for and, if awarded, accept a Section 5310
Enhanced Mobility of Seniors and Individuals with Disabilities Grant from
the Federal Transit Administration to repair and install sidewalks within
a half mile of CARTA transit stops throughout the City to increase
pedestrian connectivity and expand access to transit for older adults and
individuals with disabilities, with the City’s portion in the amount of
$45,000.00, for an amount not to exceed $450,000.00.

YOUTH AND FAMILY DEVELOPMENT

k. A resolution authorizing the Administrator for the Department of Youth
and Family Development to execute a contract with Signal Centers for the
Baby University Program for a twelve (12) month term with the option to
renew for four (4) additional twelve (12) month periods, for an estimated
annual amount of $325,000.00.

b. A resolution authorizing the Administrator of the Department of Public
Works to award Contract No. W-12-023-201 to SAK Construction, LLC,
Chattanooga Creek Interceptor Rehabilitation Project, in the amount of
$4,665,480.00, with a contingency amount of $233,274.00, for an amount
not to exceed $4,898,754.00, subject to SRF loan approval. (District 7)

c. A resolution authorizing St. John’s Hotel c/o Thomas Johnson to use
temporarily the right-of-way located along King Street approximately one
hundred fifty (150) feet north northeast from the intersection of Market

by WWTA to comply with EPA’s Fats, Oils and Grease (FOG) Management
and Control Program, as shown on the maps attached hereto and made a
