Tommy Lee Barkley, 35, was apprehended by a K-9 Unit after fleeing his residence where McKamey Animal Services attempted to issue him a citation regarding his mistreated dogs, police said.

Officers said they arrived at 2901 Curtis St. on Thursday to assist McKamey Services in issuing the defendant a citation. McKamey Services told officers that they had been threatened by the defendant in the past.

Upon arrival, police said Barkley refused to give his real name, saying he didn’t believe in IDs, and then denied his identity when confronted. Officers said he went into his home and began yelling derogatory things out his window when they tried to issue the citation.

At this time, McKamey Services discovered an emaciated dog in a crate on the back porch of the residence and made the decision to confiscate all of Barkley’s dogs, police said. They reported that this caused Barkley to make statements to officers and McKamey Services that someone would get them for taking his dogs.

Officers stated that the suspect told them, “The Raiders gonna blitz you on the field.” Police said NFL teams and football plays are current terminology used by local gangs to refer to other gangs and crimes they commit.

One officer said that while Barkley was causing a scene, he stepped out from a corner and reached for the suspect, but Barkley pulled away. The officer said he deployed his Taser, but it did not penetrate through to the suspect’s skin.

Barkley fled the residence on foot and police lost sight of him, they said. When K-9 responded to the scene to assist in canvasing the area, officers said Barkley sprang from a large cluster of underbrush nearby.

K-9 Unit Anik was deployed and was effective in stopping Barkley’s evasion of arrest, officers said. However, the defendant turned and began repeatedly punching the K-9 before he was taken into custody.

Upon arrival at the jail, officers said Barkley threw himself to the ground at the entrance, claiming he had just been assaulted by police. The event occurred directly in front of a camera.

Barkley has been charged with cruelty to animals, retaliation against judge, juror, officer, resisting arrest or obstruction of legal process, evading arrest, disorderly conduct, and criminal impersonation.
