The City Council on Tuesday voted 9-0 on first reading for a new no-tax-increase $221 million city budget.
The second and final reading is set for next Tuesday.
The budget puts over 45 percent of the spending toward "safe streets." Several speakers at the close of the meeting said the budget puts too much more for police and not enough for social services. The speakers also said there was not enough citizen input.
Also, the council voted 6-3 in favor of a PILOT (payment in lieu of taxes) for a $2 million apartment project on Chestnut Street.
The five-story, 220-unit apartment building is planned on the Southside near Main.
Opposed were council members Larry Grohn, Chip Henderson and Ken Smith.
The council next week will have a resolution to pay Adam Young and Taylor Harvey $39,357 in connection with a sewer overflow at a residence at 3434 Alta Vista Dr.
