City Officials Looking At Other Possible Waterfront Problems
Cost Of Fixing The Passage Could Be As High As $2 Million
posted July 18, 2008

City officials said Friday they are looking into other possible construction problems at the 21st Century Waterfront - in addition to The Passage.

City Engineer Bill Payne said they may be structural problems related to the grassy banks behind the "hard edge" that was installed along the river at Ross's Landing.

He said tests will be made using ground penetration radar to find out more. That is expected to cost around $7,000 to $8,000.

Meanwhile, officials are looking at a possible cost up to $2 million to fix a number of problems at The Passage that is next to the Market Street Bridge.

The TWH Architects design firm will be paid $130,000 if the work amounts to $1.5 million and $169,800 if it rises to $2 million.

Officials said the fee is based on the state scale.

Assistant City Attorney Mike McMahan said the 21st Century Waterfront designers and builders have read the recent TWH report on The Passage.

He said both have agreed to sit down with city officials to discuss the issue.

Attorney McMahan said the contracts with Hargreaves and Associates and with Continental Construction call for arbitration in the event of disputes about the work. But he said this process will be faster.

The city has discussed possible legal action to help pay for the waterfront repairs.

Attorney McMahan said the statute of limitations on filing such a suit runs out in a few months.
