Why Aren't Commissioners Part-Time Employees?

Five years ago in an online piece by David Carroll, dated Aug 26 and 27, 2010, Thomas Kranz, CFO for the Hamilton County Schools, was addressing the issue of a retirement plan for Hamilton County School Board members. 

In his remarks, Mr. Kranz noted that sometime earlier than 2010, Hamilton County commissioners established their own retirement plan funded by the Hamilton County general government (taxpayers of Hamilton County). 

Officials of the Hamilton County Schools recently asked the Commission to keep the classified employees on the same pension plan as teachers. The Commission voted not to do this. 

Commissioner Tim Boyd cited his opposition to keeping employees on the plan because you wouldn't find a benefit like this in the "private sector" for part time employees. He called them part time because they work during the school year, not in June and July when school is not in session. 

Commissioner Boyd seems to have no problem with county commissioners having a taxpayer funded retirement.  And aren't commissioners part time employees?
