311 Inefficiency (And Response)

I must agree that the city's 311 system is inefficient. 

I have been struggling with them for two years over various items.  The system needs auditing. 

Things to look at:

a.  Work orders closed without the work being done
b.  The software used ---needs upgrading.  It has unnecessary redundancy as well as other limits
c.  Clarification is needed regarding the handling of the work - is it the ECD or Public Works?
d.  Work orders vs actual cycle area pickups
e.  Type of work - is it bandaid work or work to prevent recurrence of the same issues?
f.  Establish annual audits and community oversight committee for community involvement

I have had absolutely no issues with 311.  In fact, I've gone online and requested brush collection service on three different occasions, and in all three the city has picked up the brush same day before I even made it home from work.
