New Red Bank Zoning Ordinance Is Ready For Review

The new Red Bank zoning ordinance is ready for review, City Manager Randall Smith said Tuesday night.

It can be seen on www.redbanktn.gov and the link to zoning regulations. The new ordinance will replace one that was created 30 years ago.

The plan will encompass both residential and commercial development and is intended to direct growth that is appropriate for each designated area.

The Red Bank Planning Commission that created the plan will have a public meeting at the Red Bank Community Center on Thursday, Sept. 25, at 6 p.m. to discuss the first draft of the ordinance and get input from city residents. The planning commission as well as others who attend will see the zones put on paper for the first time when maps that go along with the proposed regulations will be presented. Attendance and participation are urged for Red Bank citizens.

Red Bank does not have its own planning staff. At Tuesday’s meeting the commissioners authorized establishing an agreement between the city and the Southeast Tennessee Development District to provide local planning advisory services. The organization will become Red Bank’s planning staff and will recommend approval or denial of requests concerning issues related to zoning and building, and make recommendations to the city.

Red Bank’s annual audit has now been completed and the city manager said the results were very good. He reported that a contribution was being made to the fund balance of around $600,000. This is partially because of an increase in sales taxes but credit was also given to city employees. Mr. Smith said that conservative spending by the department heads was a factor because they buy what is necessary and not what is just wanted.

Mr. Smith also said that a candidates’ forum for the upcoming election would take place next Tuesday at Red Bank Middle School. Commissioner Eddie Pierce encouraged everyone in the city to educate themselves about the issues and the candidates, and encouraged each resident to vote.

In other business, an ordinance was passed to amend the city code by adding a provision that will permit any business that holds a restaurant, tavern or craft brewer’s sampling license to sell growlers of beer for off-premises consumption.

Red Bank Wine and Spirits, 3849 Dayton Blvd., is reviewed and inspected every few years, said Mr. Smith. This process has just been undertaken and the city of Red Bank has recertified the business with a new certificate of compliance.
