In a shakeup at the City Council office, Nicole Gwyn has moved up to clerk to the council from deputy clerk.
City Council Chairman Chip Henderson said her salary level will be worked out later.
Thomas Tansil, who is an attorney whose license is inactive, was chosen for legislative and management analyst.
Keren Campbell will be council support specialist.
Kristen Booker will be administrative support assistant.
Officials said earlier that pay levels would be $35,911 to $55,685 for the council support specialist, $45,833 to $71,070 for the clerk to the council, and $58,496 to $90,705 for the legislative and management analyst.
Sandra Freeman has been serving as council clerk.
Randy Burns has been management analyst.
Councilman Moses Freeman hit the process of the shakeup, saying that if council members had a problem with personnel "they should have told them to their face."
He said the change was leaving Mr. Burns "without a job. He has been with the city 29 years and was one year short of the 30 years he needed to reach retirement."
Councilman Freeman said, "This action is illegal and immoral. It's hateful. I'm ashamed of you."
Seven council members voted in favor. Councilmen Freeman and Chris Anderson abstained.
