VI. Ordinances – First Reading:
a) An ordinance to amend the Charter of the City of Chattanooga, and all acts, ordinances, and other charter provisions amendatory thereof, pursuant to the provisions of Article XI, Section 9, of the Constitution of the State of Tennessee (Home Rule Amendment) so as to change the City’s Charter relating to citizen initiatives.
b) An ordinance to amend Chattanooga City Code, Part II, Chapter 10, Article II, Sections 10-10 through 10-30, relative to historic zoning.
c) An ordinance granting unto Tennessee Temple University c/o Steven Echols a franchise for the construction of entry features along the 600-900 blocks of South Orchard Knob Avenue, (Case No. 2012-114), as shown on the maps attached hereto and made a part hereof by reference, subject to certain conditions. (Districts 8 & 9.)
d) MR-2012-103 Tennessee Temple University c/o Dennis Clark (Abandonment). An ordinance closing and abandoning the 1800-1900 blocks of Vance Avenue, excluding the 600-900 blocks of South Orchard Knob Avenue, more particularly described herein, subject to certain conditions. (Recommendation for approval by Public Works, Districts 8 & 9.)
VII. Resolutions:
a) A resolution accepting the bid of Mac Source Communications to complete the phone system for the City of Chattanooga, for an amount not to exceed $1,367,378.78 and further authorizing the purchase for two (2) additional years of maintenance and support upgrades for $171,948.00 per year.
b) A resolution adopting administrative regulations for conduct of injury-on-duty hearings pursuant to Section 8.5 of the City Charter for the City of Chattanooga.
c) A resolution to make certain findings relating to the granting of incentives to develop housing in downtown Chattanooga; to delegate certain authority to the Health, Educational and Housing Facility Board of the City of Chattanooga, Tennessee; to adopt a program for downtown housing development; to authorize the Mayor of the City of Chattanooga to enter into agreements for payments in lieu of ad valorem taxes meeting the criteria of said program and to provide for a termination of this incentive program in ten (10) years. (District 8.)
d) A resolution authorizing the Administrator of the Department of Parks and Recreation to enter into an agreement with Friends of the Festival for management of the 21st Century Waterfront, in the amount of $40,000.00.
e) A resolution authorizing the Administrator of the Department of Public Works to apply for and accept State Industrial Access (SIA) funding relative to the Volkswagen Drive Intersection Improvements, Options 3 and 5, of the TDOT Enterprise South Traffic Improvement Study, and authorizing matching funds for an amount not to exceed $275,000.00.
f) A resolution authorizing Lamar McDaniel to use temporarily the right-of-way located in the 4200 block of Bonny Oaks Drive and the original Youngstown Road right-of-way to restore access to the landlocked property, as shown on the maps attached hereto and made a part hereof by reference, subject to certain conditions. (District 5.)
g) A resolution authorizing the Administrator of the Department of Public Works to enter into an agreement between the City of Chattanooga, Hamilton County, City of Rossville, and Utility Planning Network for professional services related to third party billing vendor conversion, transition, and implementation, for an amount not to exceed $174,000.00.
h) A resolution reappointing William G. Bulls, III, as Chairman, Stefanie D. Crowe as Secretary, and Gregg Gentry for six (6) year terms as board members of the Health, Educational, and Housing Facility Board up to May 15, 2018.
i) A resolution authorizing the Administrator of the Department of Public Works to award Contract No. R-11-001-201 to Yerbey Concrete Construction, Main Terrain Art Park, in the amount of $979,125.75, with a contingency amount of $23,400.00, for an amount not to exceed $1,002,525.75. (District 8.)
j) A resolution authorizing the Director of General Services to enter into a lease amendment with change of venue with Chattanooga Goodwill Industries, Inc. to lease a portion of the premises at 1815 E.
