The Planning Commission on Monday recommended approval for rezoning at 111 Bell Ave. in North Chattanooga to C-2 for a catering operation on the bottom floor.
Keith Crisp said he will continue to live on the top floor and to have storage there.
He said his family operates the Lindsay Street Music Hall, but does not have enough space there to prepare food. He said there would be a chef and assistant in the downstairs.
The building is owned by Neeld Messler.
The two-story structure dates back to 1920.
A final decision will be by the City Council.
